With EGR disabled, combustion temperatures rise and the engine may ping under load. It affects emissions compliance and can cause detonation, but there is no immediate safety hazard and no rapid mechanical damage.

EGR Control Circuit
The computer found an electrical problem in the wiring it uses to operate the EGR valve. It cannot control the valve, so it usually shuts EGR off entirely. This is a wiring and component circuit fault, not a statement that the valve itself is bad.
The PCM drives the EGR solenoid or electric EGR motor through an output driver and monitors that circuit for open, short to ground, and short to battery voltage. Any of those conditions outside the expected range during the diagnostic window sets P0403. Because the EGR assembly sits in one of the hottest, dirtiest areas of the engine bay, heat-damaged and chafed harness sections are a more frequent cause here than on most circuit codes.
How the car detected itThe driver circuit reads the voltage on the control line during both the on and off states and compares against expected values. An open circuit reads high when it should pull low. A short to ground reads low when it should read high with the driver off. Excess current trips the driver's overcurrent protection. Most systems require the fault to persist across several checks before setting the code.
A trouble code records what a control module measured. It does not identify which part failed. Test before replacing anything.

- Higher NOx output, which will fail an emissions inspection. Combustion temperatures stay elevated, adding thermal load to valves and the exhaust system. On an engine with working knock control the PCM retards timing to protect itself, so expect slightly reduced power and economy rather than immediate damage - but if you can hear pinging under load, the knock control is already at its limit and the engine should not be worked hard until it is repaired.

Many vehicles show no symptom at all beyond the warning light. The absence of a symptom does not mean the fault is not real.

Ordering reflects how often each cause is responsible in general, not a probability for your vehicle. Confirm by testing.
In order. Each of these is cheaper or faster than what follows it, and each one can make the rest unnecessary.
The EGR solenoid or motor connector for heat damage, melted insulation, and corrosion
This connector lives next to hot exhaust plumbing. Brittle, cracked insulation and green corroded pins are the leading physical cause and are visible without tools.
The harness where it routes past the exhaust manifold or EGR tube
Chafe and heat damage on that short run explains a large share of these codes. It is cheap to inspect and expensive to miss.
Any related EGR codes stored at the same time
P0403 alongside a position sensor code often points at a shared connector or a common ground rather than two separate failures.
Whether the fault is present now or only historic
A stored-but-not-current code needs a wiggle test to reproduce. Chasing an intermittent with static measurements wastes hours.
Recent work in that area of the engine
A connector left unlatched or a harness pinched during intake or exhaust work is a common origin.
Read codes and confirm whether the fault is current

Note whether P0403 is stored, pending, or currently active, and record freeze frame. Check for other EGR codes and for codes on circuits that share the same ground or feed. Do not clear codes until you have recorded everything.

Inspect the connector and harness visually

Unplug the EGR solenoid or motor connector. Look for pushed-back pins, spread terminals, green corrosion, melted or chalky insulation, and any point where the loom contacts hot metal or a sharp bracket edge. Check the terminal tension with a matching probe.
ExpectedClean, bright, tight terminals. Insulation supple and intact along the whole visible run.
Check for supply voltage at the solenoid connector

Key on, engine off, measure the feed pin against a known-good chassis ground. Most EGR solenoids are fed from a relay or ignition-switched source and switched to ground by the PCM, so the feed should be live with the key on.
ExpectedBattery voltage or close to it on the feed side. A significantly lower reading indicates resistance upstream, often at a relay or splice.
Measure the solenoid or motor winding resistance

With the component disconnected and the key off, measure across its terminals. An open reading means an internally failed winding. A near-zero reading means a shorted winding. Specification values vary by manufacturer, so use service data or compare against a known-good identical part rather than a remembered figure.

Test the control wire back to the PCM

With both the component and the PCM connector disconnected, check continuity of the control wire end to end, then check it for a short to ground and a short to battery voltage against every other pin in the vicinity. This separates a harness fault from a PCM fault definitively.
ExpectedContinuity end to end with low resistance, no continuity to ground, and no voltage present with the key on.
Command the solenoid with a bidirectional scan tool

With everything reconnected, command the EGR on and off and listen or feel for the solenoid clicking, or watch the electric motor move. Measure the control line while commanding to see whether the PCM is actually switching it.
ExpectedThe control line switching cleanly between its high and low states in step with the command, and an audible or tactile response from the component.
Perform a wiggle test with the circuit under load

With the code monitor active or the component commanded on, flex the harness along its whole run, especially near the exhaust and at any bracket. Watch the meter or scan data for dropouts.
ExpectedA stable reading throughout. Any flicker localizes the fault to that section of harness.
Verify the repair with a completed monitor run

After the repair, clear codes and drive the vehicle until the EGR monitor reports complete. Confirm no return of P0403 and no new EGR flow codes, which would indicate the valve itself is now the limiting factor.

Most of these repairs are cheap in parts and variable in labor, because the cost is in reaching the component. On engines where the EGR assembly sits under the intake manifold, add a few hours. PCM replacement is genuinely rare here and should only follow a fully verified harness.
- Replacing the EGR valve assembly when the fault is a heat-damaged harness a few inches away.
- Testing continuity with the circuit at rest and declaring it good, when the fault only appears under load or vibration.
- Condemning the PCM before proving the control wire is neither shorted nor open along its full length.
- Ignoring the ground path - a corroded shared engine ground can produce circuit codes on several unrelated components at once.
- Assuming a solenoid that clicks is electrically healthy, when a partially shorted winding can still click and still set the code.
- Clearing the code and calling it fixed without running the monitor to completion.
